In compliance with instructions contained in Cir No "6" dated Hd Qrs Ass Comr. Bur. R.F. & A.L. Richmond Va January 29th of 1866. I have the honor to report as follows. The state of feeling existing between the whites & Blacks, in the counties of Northumberland and Lancaster, has not exhibited any improvement during the month of August. No outrages have occurred however, upon either side, at Lancaster Court House, upon Court day, it was with great difficulty that I prevented an affray between the two colors that would probably resulted seriously if it had have commenced, as a number upon both sides were armed. Liquor was I am satisfied the origin of the misunderstanding.  I have submitted the circular
