Captain-
In obedience with Par 6 Circular No. 10 Series 1866 Hd Qrs Asst Comr State of Va. I have the honor to Report that there is but little to remark in regard to Bureau affairs the current month.

The Sheriff of this Co. anticipating some resistance in the collection of Taxes from the Freedmen in our locality in the 3rd Magt. Dist. desired some advice in the matter.

It seems that some of the Freedmen had imbibed the idea that is was an invasion of their rights to be taxed. This idea had been received I think from a certain class of ignorant and troublesome whites who seem ever ready to make trouble when ever an opportunity offers.

No trouble occurred however- instructions being given such Freedmen that they were expected to bear their proportion of all just and legal taxes.

A temperance society has been formed
