Lieut,
I have the honor to make the following report in regard to the condition of Bureau affairs in this County during the month of August 1867. The Freedmen as a rule are working for the Land Owners of the County on good terms. An undue political excitement has attracted many away from their work & damaged the interests of both employer & laborer. Wrong notions regarding contracts have been industriously circulated by schemers for their own & not their Country's or the Freedmens good. A few such men white & Black have done infinite harm in this county. to the interests of both parties. Jeff Hill. a turbulant character, free before the war and now the proprietor of Cake. Fruit & whiskey stands has been mainly instrumental in getting up an unnecessary number of meetings at which his cakes. fruit & whiskey have sold to advantage. These meetings he has addressed in a very unwise manner. Mr Massey a white gentleman not long resident in the County although holding a position as wrib Register Register has been very active
