General
Pursuant to Circ. No. 6 1866 Hd. Qrs. Asst. Com. Va. I have the honor to report condition of Bureau affairs in this Division.

The results, thus far developed, by the adjournment of the Freedmen's Courts, have been much more satisfactory than was anticipated. The machinery of the civil Courts does not perhaps admit of as complete a supervision in minor cases as may have been secured through the Bureau Courts; but it is believed that, as far as practicable, impartial justice has thus far been administered. It is hoped and there is reason to believe, that the civil authorities are determined to exercise their functions in a spirit of liberality and fairness.

Much uneasiness is expressed among the citizens
