of this county as to the result of the enforcement of G.O. 51 C.S. Hd Qrs. 1st Military Dist. It is represented that a large majority of the freedpeople, now residents of this county- among whom pauperism is likely to increase during the colder months - are immigrants from other counties of this state; although entitled to support from this county, under the provisions of said order. The utter inability of the county to support this large number is earnestly urged, and the consideration of the question, with a view to some modification of the order, solicited. Attention is respectfully invited, in this connection, to copy of communication from "overseers of Poor", with accompanying report from this office of Aug 29th pursuant to Circ. 16 C.S. Hd. Qrs. Asst. Com. Va.

I regret to report that the organization of temperance societies in this Division has been delayed by the sickness of the Rev. W. Davis and the temporary absence of the Rev. W. Thornton, in whose hands the matter has been placed. It is believed that the next months report will indicate a more satisfactory result than has thus far been attained.
