I have the honor to submit the following report in regard to "Bureau Affairs in General" in my Division

The general condition of affairs is not
as favorable as it was some few months ago; less good feeling exists between the Whites and blacks, owing to the opposition of the Whites to the Freedmen joining the "Union League" which opposition is much increased by the inconveniences experienced by the farmers from the Freedmen leaving their labor (sometimes when they are most needed) to attend political meetings;
The Freedmen in many cases give good reason for complaint by leaving their work without giving any notice, to attend these meetings. Many Complaints have been made to
