for the aged provided the civil authorities will not care for them. Both of the above Counties are deeply indebt and without buildings to accommodate their paupers. The poor levy for 1867 is already expended and the late freshets have damaged Bridges in this County to the amount of ten thousand dollars which must be spedily repaired. These Counties are taking necessary steps to provide for as many colored paupers as rightfully belongs to them under the laws of Va. The reports of each board of overseers of the poor upon this subject will be submitted to this Office during the forthcoming week at which time the information called for in Circular No. 16. Aug, 17th. Head Quarters Asst. Court will be furnished. The feeling existing between the Freedmen and their employers is gradually becoming more amicable and the employer resorts less to unlawful acts of violence
