In compliance with Circular No. 6 Series 1866 I have the honor to submit the following report of condition of Bureau affairs in this Division of
1st Sub Dist Va. The supply of labor still exceeds the demand, but it is expected that when the Oyster Season opens all will be able to find 
employment. 

The health of the City and County is good, During the month the prevailing diseases have been remittant and intermittent fevers. But one 
case of small pox has been reported. The late order suspending the issue of rations except to sick in hospital or assylums will without doubt cause much suffering. It is a well known fact that the majority of Freedmen have large families dependant on them for support and that the price paid for their labor is much less than is paid to white Employees. They therefore cannot be expected to be able to do more than to provide for their present wants and should sickness prevent him from working or misfortunes  overtake him he has nothing to depend upon except public charity. The class of persons who will suffer most are the old and decrepit
who generally have no relations or if they have  Kindred they
