are unable to do more than give them shelter The city finances is not in a very healthy condition and they have but little room for paupers. The old folk's home contains 11 men 20 women and 10 children who have been supported by the Bureau during the month. 43 men, 145 women, and 40 children have been feed in Norfolk city and county the Freedmen's hospital contains at this date 13 men and 9 women. 
Nothing has been done by the colored people to organize temperance Socities. I have communicated both verbally and in writing with the colored ministers of the city and county urging the matter but with no success the colored people are too much engrosed with politics to pay attention to any other subject. With a few exceptions the Freedmen are not addicted to drunkeness
