In compliance with Cir 6 series 1866 Hd. Qrs. Asst. Comr. State of Va. I have the honor to submit the following report of the condition of Bureau affairs in this Division for the present month -

Owing to the fact that many political meetings have been called in which the speakers have failed to appear, or to unfounded rumors that certain speakers were to address the people at stated times, much time has been lost by the Freedmen, this has been felt this month to be a great evil and has tended to the demoralization of the people. The near approach of Sept 1st the date at which oystering is allowed by law has also tended to make hands discontented with farm work and produced a wandering dissatisfied feeling - with disinclination to work; from these two causes I estimate that the laborer has this month lost one-fourth of his time.

School-buildings have been pushed ahead as rapidly as possible though none are as yet completed -

The agent being sick the latter part of the month the subject of temperance has not been brought before the Freedmen.
