Ayers, Henry K.W.
Lieut A.S.A.C.

Reports in compliance with Circular No. 6, S. 1866, Hd. Qrs. Asst. Commissioner State of Va., that the feeling between the two races is far from being a friendly one, the Whites are bound to rule or ruin, and political speakers are roaming over the country telling the negro, that the Reconstruction policy means their total destruction by Yankee emigration. The Rebels are in their glory and men expressing Union sentiments are booted down and prosecuted in every way. Temperance is on the increase and promises fair results.
