General:
I have the honor in compliance with Circular No. 6 Series 1866 from Hd Quarters Ass't Comr State of Virginia to make the following report:

Bureau affairs remain as per my previous report. The whites are bound to rule or rein if they can. Their political speakers are sent around at different points to tell the negro that they (the whites) are the negros only true friend. That the reconstruction policy of Congress is a dangerous thing, and one that is sure to crush them down under the feet of a "Yankee emigration" urged at the north to overflood "Old Va."

That the Bureau Agents are now soon to be removed as General Grant has had to take hold of the War office at Washington, in order to oust the officers and agents out, which Sec'y Stanton, who
