Reports in compliance with Circular No 6. Hd Qrs. Asst Comr State of Va. Richmond V. January 29th 1866, that the feeling between the whites and blacks is very good, the freedmen are at work and doing well. The 2nd Session of Board of Registration has been held, and no freedman has omitted to register through ignorance.

The freedmen are as a general rule temperate and he has not heard of a drunken colored man in his division during the month.
