Reports, in compliance with Circular No. 6. dated Hd Qrs Asst Comr State of VA, that the feeling between the whites & blacks has had a change for the worse, owing to some evil disposed persons among them, who continually harangue them, fears, that whites pretending to be their friends induce them to form Military Companies. 
There are many and serious complaints of farmers that the cold people neglect the crops, in some instances one third of the crops will only be made
