General
In compliance with Circular No. 6 Hd Qrs Asst. Comr State of Va Richmond Va Jan 29th 1866. I have the honor to report that the affairs of the Bureau in this Division are in a good condition.

The state of feeling existing between the Whites and the Freedmen seems to me to have had a change for the worse. Some ignorant and evil disposed Freedmen are continually harassing their brethren much to the prejudice of good feeling. There seems also to be a disposition among the Freedmen to form themselves into Military companies. I fear that White men pretending to be their friends encourage them to do so.

There are many and serious complaints of farmers that the Freedmen neglect their crops and that in some instances one third of a crop will not be made.
