General:
In compliance with Cir. No. 6 S. 1866. I have the honor to report for the month of August 1867 that Bureau affairs are unchanged in my Division. All complaints made by freedmen during the month have been satisfactory settled and a majority of them by friendly advise.

The cause of temperance is progressing favorably amongst the freedmen, and I have reason to believe that the organization will meet the approbation of the community in general.

All cases of which I took any action in as military commissioner in my Division during the month have been reported.
