Pursuant to instructions contained in Circular No. "6" Series of 1866, Bureau of Refugees, Freedmen and Abandoned Lands, State of Virginia, I have the honor to report that the State of feeling existing between the white People and Freedmen, continues to be quite good.

Although many of the former complain that the Freedmen fail to do as much work as is expected, still the great majority of planters and employers express themselves as being highly pleased with their good conduct and industry.  There is one fault they have, which however is fast disappearing, which is an exceedingly strong desire to attend any and all political meetings, regardless of the state
