In compliance with Cir. No 6. Series 1866. I have the honor to report no material change in Bureau affairs in general in the 8th Sub. Dist. State of Virginia. 

The Freedmen are generally employed at small compensation, are industrious, peaceable, and temperate. Those who cultivate land either upon shares or rented are being very successful and are obtaining a comfortable living. There are but few who are not obtaining a comfortable living and those are the aged, infirm and females with large families. There have been no complaints of Freedmen failing to fulfill their contracts satisfactorily.

The issue of clothing to the destitute has been small but as cold weather approaches
