The general condition of the colored people is very much improving. They begin to realize this fact and begin to see the importance of saving and accumulating a little property by which they can become independent and maintain those rights which have been restored to them. Several have purchased small homesteads and others are seeking for opportunities to purchase. The prevailing sentiment among the Whites is to keep them down by obtaining their services for the very lowest compensation, by excessive rents, and refusing to sell their land. The policy of the heretofore ruling class has been to keep the poor and laboring men dependent upon the rich and land holders, and all their Legislation has been with a view to accomplish this purpose. The same sentiments and feelings are still entertained
