continually accumulating that the presence of Military authority is needed to secure justice to the Freedmen in the courts of this Dist as well as to shield him from personal violence & fraud  General recommendation for removal from office of civil officers on account of their failure to use their official position so as to secure the proper & impartial administration of justice have been made   The schools in this District are in vacation at present consequently there is no further report needed of them.
