In compliance with Circular No 6. dated Hd. Qrs. Asst-Comr, State of Va:, Richmond, Va:. Janry 29. 1867, I have the honor to report that the condition of Bureau affairs in Alexandria. Co. Va:, is good, there are no freedmen able to work who cannot find employment at good wages, and there is no cause for destitution among them. In compliance with orders, I have stopped the issue of rations to destitute, and am in consultation with the Mayor of the City & the Overseers of the Poor, in regard to the support of about 200 or more aged, crippled, and infirm old people, that are unable to gain a livelihood for themselves — I shall forward a detailed statement on that point in a a few days.
 
The state of feeling between the whites & the freedmen is good, the only trouble arising from a lack of knowledge on the part of the freedmen of the laws of the State in business affairs, which sometimes causes unnecessary trouble, but is generally amicably settled.
