I have the honor to report the affairs of the Bureau in this (1st) First Division (Counties of Frederick and Clark) 9th Sub-District, State of Virginia, as more favorable than my last report, the complaints of the Freedmen have not been so numerous as last month, and they seem to get along better in every respect.

The testimony of Freedmen is freely recognized by the courts in this Division.

The cause of temperance among the Freedmen is not as prosperous in this Division as could be desired, the organization in this city is but poorly attended and they are not much encouraged even by the colored preachers, the only way that a proper interest of feeling in this respect can be brought about, is to have some temperance meetings as lectures here among the Freedmen
