I have made some attempts to organize a society under the name proposed by Genl O. O. Howard Commissioner, but as yet have met with poor success, The Freedpeople of Clark Co are not more disposed than those of Frederick to do any thing for the cause in question, 

The School in this Division is still enjoying a vacation, I continued to issue rations to the sick and aged refugees and Freedman during the past month, but none have made arrangements with the civil authorities to have them taken care of in future,
