I have the honor to report in compliance with Circular No. 6 dated Hd. Qrs. Asst. Comr. State of Va Richmond Va. Jan 29, 1866.

There has been some excitement and dissatisfaction among the whites at one time during the month, caused by the number of Freedmen who had met together at the Court House in Madison County upon three successive Saturdays to listen to some colored speakers, and made it an occasion for parading with a drum and fife, and upon the last occasion a few carried sabres. These parades have been discontinued at my request and the excitement and apprehensions of the whites are allayed.
