General, 

I have the honor to report in compliance with Cir. No. 6. from H'd. Qrs. Asst Comr of Va that the condition of Bureau affairs is favorable in this S-Dist. The main business is to collect wages and protect freedmen from being drive off on some pretext now that the busy season is over. The Temperance cause is progressing. All the colored men in this Dist are organized in Union Leagues and I have been quite successful in incorporating temperance in the leagues. It has not been thought best to get up separate societies as it will consume too much time of the freedmen. Many have signed the pledge. The Leagues are also being converted into schools.
