In accordance with requirements of Circular No. 6 Head Quarters Ass't Commissioner, Bureau R.F. and  A.L. State of Virginia dated Richmond Va January 29 1866, I have the honor to submit the following "Report" showing the condition of Freedmen affairs in the above named Counties at this state.

The condition of Freedmen's affairs, in some portions of my Division, indicate unmarked improvement, as compared with some at the date of my last Report, July 31st. I am convinced that the unnecessary, and uncalled for excitement, which prevails to so great an extent among them, upon political questions, is rendering the race, indolent and unreliable, will ultimately recoil with peculiar severity, upon their own heads. With their leagues and clubs secret meetings, at night, and other public meetings, during the day, a vast deal of valuable time, is consumed and consequently, their labor is neglected, at the risk of causing the destruction of the crops.
