in compliance with Circular No "6" Hd Qrs Asst Commissioner State of Virginia. I have the honor to submit the following report on the state of Bureau Affairs in this County.

The Freedmen are most of them working diligently and contentedly 
It is true a large number them have taken up with the idea that they must devote their entire time to politics, and have left their employers, and use their influence with others who are inclined to labor, to neglect it, and attend frequent meetings which are addressed by colored people who are entirely ignorant of the subjects upon which they speak.  Such a state of things causes great annoyance and loss to the Farmers, and I fear there will be great destitution among such of the Freedmen who pursue such a course.  It is a matter to be regretted but will in time, cure itself.  There are several gentlemen of the County who address the Freedmen at their club meetings, and give them good and wholesome advice, and instruction and I know of no one who is endeavoring to lead them astray, in fact there appears to be but
