Major,
In obedience to Circular No 6 Series of 1866 Hd Qrs Asst Comr State of Va I have the honor to report that affairs relating to the Bureau in this Division have, for the last month, been quiet & peaceful with the exception of several cases of assault & battery upon colered persons by the Whites.
   
The Whites are slow in recognizing the Freedmen in their new relations with their civil & political rights.
   
The Freedmen are working very well under their contracts. They are generally employed for a interest in the crops.
