I have the honor to report that the state of feeling existing between the whites and blacks in my division remains very bad.

One class of whites and by far the larger portion of them are very bitter against the freedmen since the same rights at the ballott box has been conferred upon them. A small class of whites are very friendly toward the blacks and show their friendship by giving them good advice and advocating their rights. This class of whites is growing larger and I think inside of six months will comprise about one fourth of the whites.

There is very little intoxicating liquor used by the blacks and I am fairly sure of organizing several temperance societys
