In compliance with existing instructions from Hd Qrs Asst Coms'r State of Va, Bureau R.F. & A.L.

I have the honor to submit the following Report of the Conditions of Bureau Affairs in the Counties of Nottoway and Lunenburg Va. for and during the month ending Aug 31st 1867.

Throughout these Counties the Freedmen are laboring faithfully, and I hear no complaints of their idleness, nor am I aware of any colored vagrants to be found here. They are all realizing the importance of working for their support and are doing it,

They have organized one Temperance Society since my last report, and a favorable opportunity exists for the organization of another, It is to be regretted that a large number of the Freemen are addicted to intemperance, and the evil is still growing amongst them, no efforts having been made heretofore to prevent it.
