I have the honor to submit the following report of Bureau Affairs, required by Cir. 6. from Hd. Qurs. Asst. Commr. Va.  There have been no cases of personal violence reported to me that were of any extent, in one or two cases a white and colored man both becoming excited about something have gone to blows. neither getting hurt. settled by giving both a reprimand. The trouble that is coming now, and I find it on the increase, is the disposition on the part of many of the small farmers to act unfairly in the distribution of the crops and a desire to take advantage of any trifling neglect of duty upon the part of the laborer to send him away before the crop is entirely made, many of these farmers, in a small way are colored men. and I regret to say that, the extra smartness which enables
