   In compliance with Cir No 6 Series 1866, I have the honor to report the General Condition of Affairs for this Division as follows 
Sanitary Condition - There is a considerable sickness incident to the climate and season of a malarial type.  More of a contagious character that I am aware of. The small Pox - reported last month as prevailing has disappeared altogether.
   The condition of the Freedmen has some what improved during the past month. The weather having proved more favorable, employment  is found for all who can work.  
   The subject of Temperance stands as reported last month, it having been necessary that I should attend all the boards of Registration (2nd Session) during the past month I have found it impossible to attend to the same. The freedmen are fully alive to the importance of the subject and are only waiting for some person to take the lead for them.  An effort will be made the coming month to start the ball a moving.
   The second session of the Board of Registration have been completed and leaves the colored people in a small majority in the county.
