I have the honor to 

make the following report for the Month of August 1867 in compliance with instructions Contained in Circular No 6 Series of 1866

As far as I have been able to ascertain the feeling between the White people and Freedmen in this County is rather of a friendly Caracter It is especially so among the best class of the whites
 
many complaints are made at this office by the Colored people that their employers have run them away from their plantations and will not settle with them the freedmen state that the employers will not pay them any wages or give them their share of the crops according to agreement My usual mode of adjusting those cases is to Request the attendance of the parties Complained of at my office which is generally complied with then the cases are mostly adjusted to the mutual satisfaction of all Concerned thereby avoiding the tedious process of the Civil Courts

In cases where the whites refuse to Settle I advise the freedmen to prosecute their claims before the Civil Courts and instruct them how to proceed I find so far that when I refer those cases
