In compliance with Circular No 6 Hd Qrs Asst Comr State of Va Jany 29, 1866 reports, that the feeling between the two races is still unfriendly and it will take years to change this matter. The freedmen have generally worked well, but a failure in the Crops will only render 1/3 grain crops. Schools for the Winter season are organizing and the Whites have [[strikethrough]] are [[/strikethrough]] being notified not to interfere with these schools. Intemperance is decreasing
