3rd Div. 8th Sub District. Va. Christiansburg Va. Sept. 25th 1867.

Capt. Garrick Mallery USA.
A.A.A. Genl.

Captain - I have the honor to make the following report of Bureau Affairs in this Division, comprising the counties of Montgomery, Pulaski and Giles, for the past Month.

On making an extended tour, of inspection over the Several Counties, I have found the freedmen very generally, busily employed, and gradually improving in their circumstances, with prospect of brighter days in the future. Very many of them express their anxiety for Schools to be established in their midst; and in quite a number of localities, log building have been erected for School purposes, in hopes they may be able to Secure temporary, if not permanent teachers to instruct them. The desire for education rather increases than diminishes among them- and during the coming Month it is expected, that a number of schools will be opened. Socially there is also a decided improvement, notwithstanding the Several cases reported in my Special communication of the 20th inst.- over
