I have the honor to make the following report of Bureau Affairs in General in my Sub Dist Comprising the Counties of Washington Russell Buchanan Scott Lee and Wise for the month of September 1867. As follows.
The Freedmen from their industrious earnings of last year have Saved enough for Twenty of them to purchase homes in this County of this Number ten have bought themselves property in this town and Bristol Va. the others procured themselves little farms of from Five to Twenty five acres. The failure of the crops this year is going to injuriously effect a large class of them who have farmed on Shares. And I fear necessitate themselves and families to Seek relief either from the Government or from the County Authorities. At this time many of their families are not provided with the necessary clothing to keep them comfortable and I would earnestly apeal to the proper Authorities and to the charity of
