In compliance with Circular No 6 dated Hd Qrs Asst Comr Va Richmond Va January 29th 1866 I have the honor to report that I find the state of feeling between the whites and the Freedmen to be very fair. The Freedmen are at work generally very well and show the same desire to better their condition as elsewhere quite a number have purchased small tracts of land and are building homes thereon. I find they are well acquainted with the acts of Congress giving them political and civil rights.

The School buildings at Vienna and Painter are rapidly approaching completion and will probably be finished by the middle of the month. The desire for education is the same as I have found it in Fauquier & other counties. There is a necessity for night schools that the grown people may also learn, I understand there has been none in this county as yet
