General: 
In compliance with Cir. No. 6. H'd. Qrs A. Com. of Va I have the honor to report the condition of things with regard to the state of feeling between whites and blacks and the interests of the latter unchanged since my last report. Very little progress is made in the temperance move so far as taking the pledge of total abstinence is concerned. Very few will take it. White Jurys I would remark are rather severe upon colored offenders but they keep within the bounds of the law. This remark applys particularly to Orange Co.
