General,
I have the honor to report in compliance with Circular No 6 Head Qrs Asst Com. State of Virginia dated Richmond Va. January 29th, 1867 the Condition of Bureau Affairs in my division for the Month of September 1867
Nothing of importance has occurred during the month the Freedmen are doing very well. No difficulties of any note have occurred between the whites and Blacks No complaints have been made to this office by the Farmers of Non-compliance with contracts. The Freedmen as a general rule are adhering strictly to their Contracts with the whites. The crops in this Section have been abundant consequently very little destitution may be expected the ensuing winter.
