I have the honor to report in compliance with Circular No 6, dated Hd. Qrs. Asst. Comr. State of Va Richmond, Va Jany 29 1867

I would respectfully refer you to my reports of July 31, and Aug. 31 1867 there having been no change in the condition of Bureau affairs since that date

The cause Temperance has made no advancement during the month, a few of the Freedmen have pledged themselves to total abstinence from every thing but cider which is made in this section on every farm and the Freedmen have
