Qrs Asst Comr State of Va Series 1866 reports, that Bureau affairs remain unchanged and little prospects exist to erase the ill feeling between the two races and the Union and Secession [[?]] unless some means are taken to render the leaders of the Secession party powerless, Temperance among the col'd men is on the decrease which can not be said of the whites.
