Com'r State of Virginia I have the honor to make the following report, Bureau affairs remain as heretofore reported, The Colored people are usually well disposed and generally industrious, and show every disposition to be quiet and law abiding citizens. The Whites (as a general thing) are under the political influence of a few of the old leaders, and are induced by such influence to oppose any and every measure of the United States Congress. I honestly believe that no cordiality of feeling will ever exist again between the Whites (over)
