General,

In compliance with Circular No. 6. Bureau of Refugees Freedmen & Abd Lands Head Qrs Asst Commissioner State of Virginia Richmond Va dated January 29, 1866,  I have the honor to report that the feeling existing between the whites and blacks is apparently very good, the whites do not want the Freedmen to meet together or attend political gatherings.  Nearly all the Freedmen, who wish to, have registered, those who have not will register at the final sessions of the Boards.

I have not seen or heard of an intoxicated colored person in my Division, during the month, they are at work, generally, they have no difficulty in securing employment as there is no surplus labor in this section,
