Office A.S.A.C 2d Div 6th Sub Dist Va Bowling Green Carolina County Virginia September 30th 1867 Bvt Brig Genl O Brown Asst Commissioner Va Richmond Va General In compliance with Circular No 6 Hd Qrs Asst Comr State of Va Richmond Va January 29th 1866, I have the honor to report, The condition of Bureau Affairs is satisfactory. The state of feeling existing between the Whites and Freedmen is uneasy at present. The Whites complain that the Freedmen are neglecting their crops, continually attending political meetings &c. There is a good deal of truth in their commplaints but I think it is nearly over. On the subject of Temperance among the Freedmen, there has been but little done as yet. I have interested a few of the best Freedmen in the cause, but politics at present keeps it back, only little headway has been made.
