Lacey Sub Asst Comr Sir I have the honor to make the following report for the Month of September 1867 in compliance with instructions contained in Circular No 6 Series 1866 The feelings between the Whites and Freedmen in this County is becoming more friendly the complaints during the month by the Freedmen of their employers has decreased very much when compared to the previous month the usual complaints of the Freedmen are that their employers find some trifling faulths with them and cause them to leave their employment many of those complaints are well founded and are adjusted by the A.S.A. Comr or refered to the Civil Courts for settlement the faulths found by the Whites against their Freedmen are as a general thing (over)
