General:
In compliance with Circular No 6. I have the honor to report for the month of September 1867. that the condition of the freedmen in my Division are steadily improving. Morally, Intellectually, and Pucuniary. The moral improvement amongst them, is plainly seen by an examination of the records of the courts, no cases of crime committed by any of them, are found recorded during the month. 
The mental improvement of the race is seen on every hand. but more plainly, in visiting their churches, and schools, many have learned to read, and write well enough, to do their own ordinary business. The Sunday school in this place numbers, over one hundred children,
