General
In accordance with Circular No 6. Hd. Qrs. Asst. Com. State of Virginia dated Richmond Va Jan. 29th, 1866. I have the honor to make the following Report of the state of Freedmens affairs in the Counties of Rockbridge Bath & Alleghany during the month of September – 

I see no change from the condition of general relations from what existed last August and I would respectfully refer you to my Report for that month.

The colored schools in Lexington have not yet re-opened, and, if course, I can give no report of them -
