I have the honor to submit the following report, of "Bureau affairs in general", within the [[strikethrough]] the [[/strikethrough]] 1st. Div. of the 8th. Sub. Dist. of Virginia, consisting of the Counties of Wythe, Bland, Tazwell, Smythe, Grayson, & Carroll to wit.

The Freedmen of this Dist are contented, industrious, &, almost without exception, temperate.  There is in all the counties, except Bland, a decidedly growing interest in the subject of education, in several neighborhoods, School Houses are being built by the Freedmen, without expense to the Government, & they say, if teachers can be furnished them, they will provide for their board, & the payment
