At no time, since the close of the war, in my judgement, have the interest of the Freedmen, & the country, so imperatively demanded the presence, & vigilant care, & protection, of the Bureau, as at the present critical condition of political affairs.

Since my last report a very interesting Division of the Sons of Temperance has been organized at Wytheville which it is hoped will result in good to the colored people
