In compliance with Cir. No. 6 Series 1866. I have the honor to report the general condition of Bureau affairs in the 8th Sub District State of Virginia. 

Reports from all the Sub Divisions show the Freedmen well employed, industrious, temperate and generally obtaining a comfortable living. Many are saving a little of their earnings which they are investing in small houses. 

Wages are from 8 to 12 dollars per Month for Males and from 3 to 5 dollars for Females and found. 

They are peaceable and orderly. Very few arrests or complaints are made of Freed People for misdemeanors or violation of Law. Cases of intemperance and idleness are rarely met with.

Much interest is felt in regard to Schools,
